PIRLS 2026. Find out what the Progress in International Reading Literacy Study looks like

PIRLS is one of the largest educational studies assessing the reading comprehension skills of pupils in the fourth year of school education. We invite you to learn about the process of preparing and conducting the study.

The Educational Research Institute is implementing a project entitled “Shaping competencies – from the profile to practice – developing a 'graduate profile' taking into account the assumptions/concepts of necessary changes in general education. Stage 1. Preschools and primary schools”.

The project is financed by an earmarked grant from the Ministry of National Education: Innovative Activities in the Educational System.

Project objectives:

The aim of the project is to develop competency profiles of graduates consulted with the public. On the basis of scientific research, analyses, reports and experiences from other countries, we want to develop a profile of a graduate that contains the key competencies with which they will graduate at each level. These profiles will be subject to extensive consultation with the community of parents, pupils and teachers, as well as organisations and institutions involved in school education and learning. The prepared profiles will be the basis for developing changes in education, making it more responsive to the challenges of the 21st century.

Results:

The following results are anticipated during project implementation:

  • Reports on the competencies of graduates, which will indicate the required and recommended level and type of competencies of Polish graduates of preschools and primary schools. The conclusions of these reports will help identify the most important challenges in the field of education.
  • Recommendations for verifying and developing graduate profiles, which will be the basis for making changes in the core curriculum. This is important for the further development of the education system in Poland.
  • Publicly consulted competency profiles to take into account the diverse perspectives and needs of the education community.
  • Promotional materials and communications to share research, reports, project results and changes that will guide further strategic work in the field of school education and learning.
  • Onsite and online meetings to discuss the results of the project and obtain direct input from stakeholders. This is important for implementing the results of our work and monitoring its effectiveness. Such meetings will keep all interested parties updated on the progress of the project’s work.

We want the project to contribute to a better quality of education in Poland through analysis of the competencies of graduates, recommendations on the profiles of graduates, and active communication and consultation with stakeholders about the planned changes and solutions developed together.

Project activities:

The aforementioned results are being achieved by implementing the following activities:

ACTION 1: Conduct analyses and research aimed at preparing systemic changes in the core curricula of Polish educational institutions (preschools and primary schools).

Sub-activity 1: Develop a report containing conclusions on the level of competencies of Polish graduates, including the most important challenges in this area.

Sub-activity 2: Develop a report containing recommendations on the necessary conditions for preparing new graduate profiles and the conditions for the development and implementation of new core curricula.

Sub-activity 3: Develop socially consulted competency profiles of graduates.

Sub-activity 4: Prepare a report with recommendations for the implementation of project results.

ACTION 2: Conduct public consultations of project results with a wide range of stakeholders.

Target groups:

The recipients of project activities are teachers, parents, pupils and the broader educational community.
