Preparing and implementing international educational studies on key competences

The Educational Research Institute is implementing a project entitled “Preparing and implementing international educational studies on key competences”, which is funded by European Funds for Social Development (FERS).

Aims of the project

The main aim of the project is to provide reliable data, analysis and recommendations relevant from the perspective of monitoring and improving the quality and effectiveness of educational policy and practice in developing the key competences of children and youth.

 The specific objectives of the project are:

  • To collect data enabling inferences to be made about the skills and changes in the skills of children and youth by conducting international surveys in Poland;
  • To perform in-depth data analyses and develop recommendations for educational policy;
  • To increase the use of the data, knowledge and experiences gained from international research by educational practitioners, management staff, expert and scientific communities.

The collected data, analyses, conclusions and recommendations will constitute an important knowledge resource for use in educational policy-making. They will be useful for decision-making by institutions and entities responsible for shaping activities in the field of education at national, regional and local levels. They will also be available for use by institutions responsible for the education and in-service training of teaching staff, as well as schools and teachers themselves. The project will conduct activities to support the use of international research data by various communities, including expert and scientific communities.

Project activities

Task 1. Conduct successive editions of three international studies in Poland

We will conduct successive editions of three international comparative studies in Poland in accordance with all of the organisers’ requirements:

  • PIRLS 2026 – Progress in International Reading Literacy Study – measuring reading comprehension skills conducted in the fourth grade of primary school.
  • TIMSS 2027 – Trends in International Mathematics and Science Study – measuring mathematics and science skills, administered in the fourth grade of primary school.
  • ICILS 2028 – International Computer Information and Literacy Study – measuring computer information literacy, administered in the eighth grade of primary school.

The datasets from the surveys will be included in international, publicly available databases. National reports with the most important results will be produced for the PIRLS and TIMSS surveys. The work schedule of these studies is closely aligned with the work of the international research consortia and their schedules.

Task 2. Data analysis, development of conclusions and recommendations

We will conduct data analyses of various international studies, both those conducted in the project and those performed as part of other activities. We will prepare shorter analyses and reports focusing on issues relevant to the education system in Poland. Areas of analysis, conclusions and recommendations will be consulted with key stakeholders. As a supplement, we will conduct small-scale research to deepen our knowledge on selected issues, as well as analyses using secondary data.

Task 3. Disseminate research data, results, conclusions and recommendations from the studies

As part of the project, we will conduct activities to increase the use of data, knowledge and lessons learned from international research by representatives of different communities. We will share data, results, conclusions and recommendations from the studies, as well as other materials on international research data. We will organise seminars and workshops for teachers, representatives of teacher training centres, education management staff, expert and scientific communities. The seminars and workshops will be used to develop and refine materials that we will make available to a wider audience in online form. We will also collaborate with various educational institutions.

Target groups

The target groups of our project represent:

  • ministries, central government offices, institutions established by the ministries
  • local government units
  • higher education institutions, research institutes and other entities conducting educational research and analysis
  • schools and educational facilities 
  • teacher education and in-service training institutions
  • non-governmental organisations and social partners

as well as

  • pupils and their parents.

We wish to inform you about the ability to report to the Managing Authority or Intermediate Body on suspected non-compliance of the Project or activities of the Beneficiary with the Convention on the Rights of Persons with Disabilities drawn up in New York on December 13, 2006 (Journal of Laws of 2012, item 1169, as amended), hereinafter referred to as "CRPD". Information, notifications or complaints regarding the occurrence of the non-compliance of FERS projects with the provisions of CRPD may be submitted by individuals (project participants or their plenipotentiaries and representatives), institutions participating in the implementation of European Union funds, public parties (associations, foundations) by means of (in each of the following cases, the notification shall be considered as submitted in writing):
