The Integrated Skills Strategy 2030 (ISS 2030) has the status of a public policy, which means that it defines the basic conditions, objectives and directions of the country's development in the social, economic and spatial dimensions of a given field or area, which result directly from the country's medium-term development strategy – the “Strategy for Responsible Development (including the perspective up to 2030)”.
In accordance with the adopted premises, the Integrated Skills Strategy 2030 consists of two parts:
- Integrated Skills Strategy 2030 (General Par) – approved by the Council of Ministers on January 25, 2019,
- Integrated Skills Strategy 2030 (Detailed Part). The policy for skills development in line with the concept of lifelong learning – approved by the Council of Ministers on December 28, 2020.
Aims of the Integrated Skills Strategy 2030
The Integrated Skills Strategy 2030 provides the strategic policy framework for skills development needed for:
- strengthening social capital,
- social inclusion,
- economic growth,
- achieving a high quality of life.
Reaching these aims is based on six priorities:
- Raise the key skills level of children, youth and adults,
- Develop and promote a culture of learning directed towards the active and continuous development of skills,
- Increase the involvement of employers in developing and better utilising skills,
- Build an effective system of diagnosing and informing about the current state and demand for skills,
- Develop effective and permanent mechanisms of inter-ministerial and intersectoral cooperation for skills development,
- Ensure equal opportunities in access to the development and utilisation of skills.
The implementation of activities in these priority areas will contribute to the development of skills relevant to the needs of learners, society and the economy, and better coordinate the activities of stakeholders involved in these efforts. Having the right skills will help those living in Poland to secure jobs that bring satisfaction and make the most of their potential.
ISS 2030 sets the framework for the actions of stakeholders involved in skills acquisition and development, and enables:
- designing a coherent policy for the formation and development of skills in line with the concept of lifelong learning,
- coordinating the actions of entities involved in skills development,
- increasing educational and professional activities in all social groups, especially among people with low-level skills or those threatened with social exclusion,
- strengthening awareness about the importance of developing skills to achieve individual, economic and social benefits,
- ensuring equal access to information on the supply of skills and demand for them, educational and vocational counselling as well as education and training offers in the area of skills development.
ISS 2030 encompasses the entire education and training system, including general education, vocational education, higher education, non-formal education and informal learning. It addresses the need for specific skills, their availability, as well as methods for anticipating skills demand, their formation and development, adaptation to the needs of the labour market and economy, their effective application and their management and coordination system. ISS 2030 ensures a framework to promote policy complementarity in support of the development, activation and effective use of skills.
