The project "A Chance – New Opportunities for Adults" responds to the Recommendation of the Council of the European Union on paths for improving skills, leading to new opportunities for adults.
The project is co-financed by the European Social Fund of the European Union, Priority Axis IV – Social innovation and transnational cooperation, Measure 4.1. Social Innovations. The project leader of “A Chance” is the Foundation for the Development of the Education System.
The aim of the project is to develop and test models of educational support for adults with low levels of basic skills, which include understanding and creating information, numeracy, digital skills and social competences.
The educational support to be provided is based on three steps:
- Diagnosis of an individual's competences,
- Educational support tailored to the individual needs of the participant,
- Validation of learning outcomes.
The role of IBE in the project
The role of the Educational Research Institute as a project partner includes, among others, conducting research and analyses, developing the principles of the validation of learning outcomes, as well as providing substantive support to the grant recipients who will be implementing pilots of model activities. In the last stage of the project, IBE staff will prepare recommendations for systemic measures to develop the basic skills of adults.
Project target groups
Adults with low basic skills who are employees (especially of SMEs),
Adults with low basic skills who are unemployed (inactive in the labour market and/or unemployed), e.g. people who want to enter or return to the labour market after a long absence, women after a long period of raising children, persons caring for dependents,
Adults with low basic skills from disadvantaged areas (rural and/or small towns and/or urban post-industrial areas, including those with difficult access to education), including areas cited in the Act of 9 October 2015 on revitalization and government territorial programs (Programme for Silesia, Programme for the Bieszczady Mountains),
- Adults with low basic skills aged 50+,
- Adults with low basic skills and intellectual disabilities,
- Adults with low basic skills with sensory and/or physical disabilities,
- Adults with low basic skills affected by abuse (e.g. physical, mental, economic),
Project grant recipients and the grant procedure
The project is implemented in the form of grants. Grant recipients can be continuing education centres, libraries and other cultural institutions, lifelong guidance and counselling centres, people’s universities, open universities, universities of the third age, social welfare centres, social cooperatives, associations and foundations working with people having low basic skills, craft chambers, local government units, employers’ organisations, trade unions, awarding bodies operating in the Integrated Qualifications System, and other entities involved in supporting adults with low basic skills.
The recruitment of grant recipients is planned to be announced in October 2019.

“A Chance – New Opportunities for Adults” Conference
You are cordially invited to participate in a conference about the project “A Chance – New Opportunities for Adults”, which will take place on October 9, 2019 in Warsaw. The event is open to all persons interested in the area of educational support for adults.
This will be the first conference organised as part of the project “A Chance – New Opportunities for Adults”. The conference will present national and international experiences on efforts to raise the basic skills of adults. The programme includes, among others, a presentation on improving the financial competences of adults in Germany and on improving the basic skills of residents of other European countries.
The conference will also include consultations on the recruitment of grant recipients for the project. Conference participants will be able to learn about the procedures for submitting proposals of activities to support adults with low basic skills as well as the assessment and selection processes of the submitted applications. The rules for making grants and the formalities relating to the implementation of specific tasks in “A Chance” project will also be discussed.
Participation in the conference is free, but prior registration is required.
